Belleville Terminal Redevelopment Design-Build Project
Phase II of the Belleville Terminal Redevelopment Project in Victoria is a high-profile initiative of the Province of B.C. to transform the region¡¯s international marine gateway. As the lead designer in the design-build team with Pomerleau, we are delivering a modern, safe and secure preclearance ferry terminal in Victoria¡¯s Inner Harbour.
This phase advances beyond the current temporary facilities and wharf improvements completed in February 2025 (Phase I), which enabled uninterrupted ferry service during construction. Construction of the permanent facility began in summer 2025, with project completion anticipated in 2028.
Our work included demolishing the existing Clipper terminal infrastructure, replacing aging wharf facilities, and constructing a new preclearance terminal. The design-build contract for this state-of-the-art facility, valued at approximately $304 million, will deliver modern border security standards under the Canada-U.S. Land, Rail, Marine, and Air Transport Preclearance Agreement.
The facility will feature passenger waiting areas, a commercial goods processing facility, retail space, and improved integration with Victoria¡¯s downtown and regional transportation networks, including enhanced pathways and sidewalks along Belleville Street.
Beyond functional improvements, the project is designed to drive economic vitality¡ªsupporting tourism, trade, and regional job growth. In 2019, the existing terminal supported some 2,200 jobs and processed over 680,000 travelers, delivering substantial economic benefits.?
